“For the first time, Florida was supposed to receive an analysis this month of the academic performance of students who receive state vouchers to go to private schools. But it won’t. The state Department of Education has not even issued a contract for the study. The delay means the state doesn’t know how well or how poorly more than 16,000 students taking corporate tax credit vouchers are doing, six years after the program was created under former Gov.
