“An estimated 1-in-20 D.C. residents is HIV positive. One in 50 has AIDS. It often takes a stunning document like Monday’s highly publicized Department of Health HIV/AIDS report to cast these well-documented figures in their full, awful relief. Mayor Adrian Fenty has pledged more testing, which is to the good. We suspect, though, that a better picture of transmission modes will simply yield a fuller picture of what we already know. There exists a culture of reckless behavior in this city whose adherents blithely endanger themselves and those around them. Even the best testing regimes are little match for this. The question for City Hall and other stakeholders is where is the detailed plan to curb this modern-day epidemic?” (11/28/07)
