CA: Deft political negotiations for universal care

“Gov. Arnold Schwarzenegger’s ambitious goal of bringing universal health care to California without raising taxes has drawn much skepticism from health care experts and political observers. The first problem is the cost — estimated at $12 billion a year. Then, there’s the politics — already, powerful groups representing insurance companies, doctors, hospitals and labor unions are gearing up to protect their interests. Still, at times Schwarzenegger has been skillful at negotiating between warring factions, and there’s much anticipation surrounding his State of the State speech, scheduled for Jan. 9, when he is expected to reveal his ideas for controlling costs and expanding health care coverage in California.” (12/30/06)
